To enable notetaker to join the meetings, please ensure that anonymous users can join meetings. 

Only for Admins

a) Change Default Meeting Policies in Teams Admin Center (For Org-Wide Changes)
If you are a Microsoft Teams Admin, you can prevent registration from being required by default.

Steps:

1. Go to Teams Admin Center: Microsoft Teams Admin Center
2. Navigate to Meeting Policies:
   • In the left sidebar, go to Meetings > Meeting policies.
3. Edit the Default Policy:

• Select the Global (Org-wide default) policy or create a new one.
   

• Scroll down to the Meeting join & lobby section.
• Set "Anonymous users can join a meeting" to On.

• Save Changes and apply the policy.
• Wait for Changes to Take Effect (This might take a few hours).

b) Change Meeting settings 

Steps:

1. Go to Teams Admin Center: Microsoft Teams Admin Center
2. Navigate to Meeting Settings section.

Set "Anonymous users can join a meeting" to On
